Well a couple days back a friend of mine mentioned to me an issue he was having with Vista, in which he was unable to rename folders and restore stuff from the recycle bin. I don't know if its really a common problem, but it had happened to me too.
The Problem: On trying to create a New Folder, you are unable to name it anything you want. You get an error "The file or folder does not exist. Also, you get face the same thing when it comes to renaming other folders that exist normally. And you cannot restore items in the recycle bin.
Whats Causing it?: Apparently one of these updates - KB938979 &/or KB932539. [click the update numbers for more info].
Solution: Unzip this registry file, and run it. It'll add a registry entry which will solve the problem. Don't fear the registry, sure it can be crazy complicated for mere mortals, but when you have to solve an issue pertaining to the registry, you gotta do what you have to.
After this is done, test out if you can create new folders and name them what you want. And also try deleting the folder you made and test if you can restore it from the recycle bin.
